The short answer
Mostly the US and Canada: Fetch, Odie, Pets Best and Spot cover vet care in Canada, and Healthy Paws covers dogs temporarily in Canada. Lemonade does not cover treatment outside the US, and Embrace's territory is the US and its territories, with possible exceptions for military deployments and vacations.

What this means for your dog
For a road trip to Canada, five of the seven insurers we checked will reimburse a vet visit there; check the details with Healthy Paws, which covers time in Canada only as a temporary stay. Keep the itemized invoice, translated or converted if needed, for the claim.
Beyond Canada, cover is rare. Odie and Pets Best extend to regions under US government control, such as military bases abroad, which helps military families; Embrace may make exceptions for deployments and vacations. For other international travel, assume you will pay the vet yourself.
Inside the US, the rules are broad. Lemonade covers any licensed vet in the country, even in states where it doesn't sell policies, and Spot plans can be used at any vet in the US or Canada, including specialists and emergency clinics. So moving or traveling between states doesn't interrupt cover with these insurers.
Fetch also excludes illnesses contracted abroad that wouldn't occur in the US or Canada. If you travel often with your dog, ask your vet about the preventive care your destination needs, and read the territory clause before you go.

- Ask whether vet bills in another currency are reimbursed and how.
- Check exclusions for illnesses contracted abroad.
- Carry your policy number and your vet's records when you travel.
